Prefectural Government and Budget 

The prefecture's administrative structure consists of an executive branch, including the governor; the Prefectural Assembly, a legislative organ; and other public entities such as the Public Safety Commission. The governor is elected by the residents of Ibaraki and serves a four-year term overseeing the prefectural administration. The Prefectural Assembly votes on bylaws and budgets and has the right to inquire into administrative matters concerning the prefecture. The sixty-five members of the Assembly are elected by the citizens, and also serve four-year terms. The Assembly holds four regular sessions annually, and sets up standing and ad-hoc committees to ensure that the voice of the citizenry is reflected in the prefectural administration.
