Japan now stands at a crucial turning point, entering an age of global competition with its population beginning to decline. Amidst these conditions, our prefecture has great potential and a competitive edge in areas such as its rich nature; comfortable climate; distinctive culture and history; abundant agricultural and marine products; cutting-edge science and technology; a concentration of Japan's leading manufacturing businesses; and steadily advancing development in its regional land, sea, and air transport network.

We must develop each of these things even further, and it behooves all the residents of the prefecture to exercise their individuality and abilities to work towards building an Ibaraki that will be full of vitality now and in the future.

It was based on this belief, and taking into consideration the opinions of residents, businesses, non-profit organizations, municipalities, and many others, that the New Ibaraki Comprehensive Plan "Healthy Ibaraki Strategic Plan" was settled on.

Encouraging the maximum use of existing resources, and prefectural development centered on citizen involvement

Refine and utilize Ibaraki's resources and potential

• Natural features such as Kasumigaura and Mt. Tsukuba
• Distinctive culture and history
• Cutting-edge science and technology; concentration of Japan's leading manufacturing businesses
• Steadily improving regional transportation network

Creating the future Ibaraki together with the prefectural residents

• Getting the people and regions involved in creating the future Ibaraki
• More emphasis on cooperation between government and private citizens' groups

The 3 objectives

Aiming for an increase in the quality of "life," the "economy," and the creation of an Ibaraki whose "people" can make use of their individuality and ability

Economy: Highly competitive manufacturing prefecture—"Dynamic Ibaraki"

Lifestyle: Peaceful, safe, and comfortable—"Liveable Ibaraki"

People: Providing fulfilling education that brings out individuality and abilities—"Radiant Ibaraki"
